MA Agency Comparison

How We Are Different

In Pennsylvania, many ABA providers operate as Medical Assistance (MA) agencies. This ties back to the state’s specific rules for Intensive Behavioral Health Services (IBHS), which require that ABA therapy be delivered through licensed agencies rather than individual practitioners. These agencies must follow IBHS standards for staffing, training, and supervision, but those rules only set the baseline.

Working as MA agencies also helps make services reimbursable and accessible for children on Medical Assistance, especially when families lack private insurance or their costs go beyond what private plans will cover.

ABYay! chooses to go well beyond those minimums. Our goal is to provide a higher level of care for families in South Central PA, not just meet the baseline.

Staff Qualifications Technicians are not required to be RBTs; many have minimal ABA background. Supervisors only need a master’s degree and 90 hours of ABA training. (No ABA coursework required.) All ABYay! therapists are trained Registered Behavior Technicians (RBTs) under the direct oversight of BCBAs who have advanced ABA training.
Case Oversight Often supervised by staff with general counseling degrees; a single BCBA may oversee many programs indirectly. Your child’s program is directly overseen by highly qualified BCBAs, two-thirds of whom would qualify to run entire programs on their own.
Program Quality Meets regulatory minimums; quality varies agency to agency. ABYay! exceeds all IBHS requirements, uses evidence-based ABA, and provides consistent, high-fidelity intervention.
Consistency of Services Assessments may occur even when staffing isn’t available; parents often wait for months after assessment. ABYay! does not begin an assessment unless we know we can staff your child’s program. No long waits. No broken promises.
Where Services Happen Depends on staffing and MA rules; may be limited. Home, school, and community-based services available depending on the child’s needs.
